The aim of installing Integrated Resort(IR) in Japan is not only to expand consumption in the regions where IRs are located.
IR promotion law requires IRs to send visitors to other areas for sightseeing. In other words, IRs are required to boost the economy of other regions. The role of IR is the gateway to Japan and a point of departure for other regions in Japan. I think such IR concept is unequaled anywhere in the world. So, having a function of sending out their guests to other regions holds the key to be elected as a Specified Complex Tourist Facilities Areas.
Most important thing is, however, what the central government expects from IR is to strengthen the MICE industry to win the global competition. This is described in the summary of the promotion meeting announced on July 31, 2017.
The promotion of MICE is positioned as an important tourism measure for the future and specified as one of the pillars of the Japan Revitalization Strategy. And, the government expect IR to promote MICE.
Therefore, IR implementation act requires IR operators to build very large MICE venues. It is important that to have large facilities, good access and the attractiveness of the city to attract large events, international exhibitions and conferences throughout the year. And, IR must compete not only with overseas MICE venues but also with domestic MICE venues. I don't think Japan will be able to attract so many international evens with facing tough competition.
Overall, I think it is unlikely that a fourth IR will be introduced.
