Pachinko business is permitted under the law which control business affecting public morals(called Entertainment Business Law or Adult Entertainment Law). The Law defines pachinko as an amusement, not gambling. The law does NOT allow pachinko operators to run gambling business.
So, gaming machines installed in a pachinko parlor are regulated by the basic provision that "Game machines that may significantly stimulate the desire of customers to gamble shall not be installed or operated."
And, any promotions and activities that may significantly stimulate the desire for gambling are also restricted by Entertainment Business Law.
So, pachinko parlors are not permitted installing loyalty programs.
That is why, I don't think the National Police Agency will permit pachinko operator to collaborate with casino operator in Japan. It is serious emotional problem, not legal issue.
Of course, this is just my opinion.
But, if IR operator in Japan hope installing pachinko machines as goods on display which symbolize Japanese amusement, I think it may be possible.
