The number of PACHINKO halls decreased by 3.8 percent in 2019.

According to All Japan Pachinko and Pachislot Cooperative Association (全日遊連)，the number of pachinko/pachislot stores registered in the association and running as of the end of December 2019 was 8,886 decreased by 3.8 percent from the same month of the previous year. The number of machines decreased by 1.4 percent to 3,900,603. Broken down by machine type, the number of pachinko machines decreased to 2,349,576 (fell 2.2% year-on-year) and pachislot machines decreased to 1,517,618 (fell 0.3% year-on-year) . note)　About 91% of pachinko halls in Japan are affiliated to the Association. That is, the actual number of pachinko halls could be estimated to be about 9,700 as of the end of 2019.

大阪・夢洲IR　RFCにMGM、ギャラクシー、ゲンティンが提案提出

The number of pachinko halls was 9,639 as of the end of December 2019, decreased by 421 halls compared to the same month of the previous year. The number of pachinko/pachislot/others machines decreased by 106,801 year-on-year to 4,195,930 as of the end of December 2019. The number of pachinko machines decreased by 3.0 percent, pachislot machines decreased by 1.6 percent.

マカオ政府 SJMとMGMの要望を承認

マカオ特別行政府は3月15日、カジノ施設運営事業者のSJMとMGMから提出されていた「カジノ運営のコンセッション契約、サブコンセッション契約期限の、2022年6月26日までの延長」を認める決定を発表した。この件は最高執行命令により公式化され、同日に公式議事録に掲載された。 マカオのカジノ産業では、政府から営業権（コンセッション）を付与されたカジノ施設事業者が3つ、サブコンセッションを付与された事業者が3つある。SJMは2002年に18年間のコンセッションを与えられ、2005年にそのサブコンセッションを得たMGMの期限もSJMと同じ2020年までだった。STDM社によるカジノ事業の1社独占体制に終止符を打ち、入札により新たなカジノ事業者にコンセッションが与えられて以降、この2社が初めての期限を迎える事業者となるはずだった。 2社のコンセッション期限延期が認められたことで、6社すべての期限が2022年に揃った。マカオ大学法学部のジョージ・ゴディーニョ（Jorge Godionho）客員教授はかねてより「SJMのコンセッションを延期し2022年に揃えるべき」と主張していた。 「SJMに与えられた期限は18年間、ウィンとギャラクシーに与えられた期間は20年。2年の不足は明確な理由がないばかりか、2020年の期限と2022年の期限ために2度の入札が行われることになれば、事態は非常に複雑になります。それはまったく必要性のないことです」 いずれにせよ、現在の6社の中から期限延長が認められない事業者が出るのか。新たな事業者にコンセッションが付与される可能性があるのか、IR業界関係者はマカオ政府の動向に注目している。 もしもコンセッションが延長されず、マカオでのカジノ事業を失えば、ノンゲーミングだけでIR施設を維持することは不可能だ。仮に、日本のIRに参入意向を示しているオペレーターがマカオでのカジノ収益を失えば、日本参入のための資金調達も大きな支障をきたすことになる。 もちろん、現在の6社すべてのコンセッション契約が延期される可能性もある。ただ、マカオ政府の政策は比較的明快で、「観光産業の多様化」を目標にしている。IR事業者にはノンゲーミング事業を拡充するよう追加投資計画を要求することは間違いない。 文＝田中 剛（Amusement Japan 編集部） ...
